Whitman was South Abington until 1886, and before that it was a corner of Bridgewater called Little Comfort. It is a compact town of around seven square miles, built dense by South Shore standards, and the centre sits about half a mile east of where Route 18 crosses Route 27. Permits, streets and placement in Whitman
On a private driveway in Whitman the placement question is not a city one, it is a state fire code one, and that surprises nearly everybody. 527 CMR 1.00, the Massachusetts Comprehensive Fire Safety Code, Table 1.12.8.5 lists “rubbish containers > 6 cubic yards” as a permitted activity, with the head of the fire department as the issuing authority. It must not block egress or fire-apparatus access, or sit under a fire escape, and no flammable or combustible liquids go in it. Two more rules reach every job we run, and both are state rules rather than local ones. The first is asbestos, and Massachusetts splits it between two agencies. MassDEP holds the air-quality side: 310 CMR 7.15 requires a licensed inspector to survey any building with suspect asbestos-containing material before demolition or renovation, and the separate construction and demolition dust notification is 310 CMR 7.09, form AQ 06 — ten working days ahead, exempt under 20 dwelling units, $100. Licensing of asbestos contractors, supervisors, workers and inspectors belongs to the Department of Labor Standards under 454 CMR 28.00, not to MassDEP. The owner-occupied single-family carve-out does not cover taking down more than 100 square feet of exterior cement-asbestos shingle, which is a real trap on an older Whitman siding or roofing job. We cannot take asbestos-containing material in any container. The ground is the other local variable, and here it is the frost line that decides both the container size and the approach.
